Can proxy get a sniper rifle at level 30?

I was researching the sniper rifle on the official wiki, the topic said that the proxy can get this weapon at level 30, but how is that possible?

I already tried to play the level in impossible mode but I didn't find a sniper rifle there, was there a mistake?
