1- Yes because, more players = more interaction = more fun.
2- I think because 12-16 maps were uncommon and mostly weren't well known by the majority of the players including developers in my opinion.
Another dumb theory is that having more players might cause some sort of unwanted lag or bugs, I really don't know if this is actually true or not.
3-It really depends on how large the map is, I usually played with 16 players in a fair average base map and it went smooth and fine.

But people eat such questions like candy and run fast to answer them thinking their opinion is so god damn important and needs to be shared asap, when questions that are truly important are either ignored or misunderstood. Obviously people like such maps unless if they lag or too chaotic. They are gone now because game is dead. And PB3 will probably be dead too because I don't see any signs of it to live long.
