Delay timer (Counter)

Hello!, so I wanna discuss about the delay timer counter, do you know that when you select a trigger timer, as you can see on the right side you can see a list that displays the timer trigger that you already selected, and if you look below the list you can see the delay word, and it's actually a parameter that it allows you to insert the number of the delay time of the timer, you might think that this will ad numbers to count it in seconds, but if you think that it will count like his you might be wrong, it's using another faster counter for the trigger itself so, you have another counting that comes after seconds in time:

-Millisecond_Which is One-thousandth of a second.
-Microsecond_Which is One-millionth of a second.
-Nanosecond_Which is One billionth of a second.
-Picosecond_Which is One trillionth of a second.

maybe more? I don't know I don't have time to explain some physics and this s&%t

so what d you think, it's one of these counters, or there's something else, hope anyone to discuss about this and thanks for everything.

The way how timers work is based on the fps if im not mistaken thats why 30 is 1 sec and 60 is 2 secs etc...
