Something makes client flood the server with commands (like need to execute trigger or shot events). For example region that is activated by player presence in it can do that if target trigger has no call limit or delay.
Usually it won't mean anything, but in some cases might prevent hit registration when it happens.
Might happen in result of bad network connection too.
This message appears when number of commands is high per sync event. Extra commands are usually ignored and this message is shown.
Pretty much can happen if weapon deals more damage than physically can be sent to server between sync events (in case of high ping).
