I'm not sure if other people are allowed to request a map for approval. Only the map creator can choose to do it themselves. However, I do wonder why this map isn't approved anymore...

They could. As long as the map's approval request considered like the map's owner desires.

After some playtests and some minor visual updates the map is approved.
