Plazma League is a segment of the Plazma Burst 2 community which focuses on competition. It matches players according to their skills in PvP and in the Level Editor. In line with this, events are supervised by PB2 staff but hosted by the people and for the people.

Staff Guidelines

1. Supreme Autonomy. The Commissioner has the power to enact any decision about the event. It includes decisions about the rules, the system, and also the signings, waivings, tradings, and everything that comes with the event. However, the decision to be enacted needs to follow the current rules of the event and the PlazmaBurst 2 Code of Conduct. It should also provide the needs of the participants of the event. Before implementation, the Commissioner should announce the decision in full detail and transparency.

2. The Chosen One. Commissioners can only be appointed by the PlazmaBurst 2 Staff. The Commissioner should have extended knowledge and previous experience in hosting the event to ensure its smooth running.

Elected Council members will be the representatives of the players when decisions are needed to be made in the event.

1. The Council. The Council shall be composed of seven (7) people; two (2) of them from the Commissioners while five (5) shall be elected the Event Participants.

2. Suffrage. The Council are elected by the Event Participants through votes. Council members shall be determined by the formula *score = positive minus negative*. In other words, the score would be resolved by subtracting the positive and the negative votes. The five (5) highest scoring candidates would be appointed as Council.

3. Even the Odds. There shall be five (5) appointed Council members from the participants and any current Event Participant or those who have participated in previous seasons can be a candidate.

4. Unanimity. All decisions are done through a collective vote. The vote is determined by the majority (60% or 4 out of 7 council members). In every decision that is needed to be made, both the Commissioners and the Council needs to reach a consensus. All votes/opinions should be respected and no one shall be punished for presenting their case or opinions.

Commissioners and Council members has the same power when it comes to enacting decisions.

5. Check and Balance. Elected Council members has every right to question the decisions of the Commissioners. They also have the power to enact new policies, revoke, or change current policies if they reach a consensus.

6. Transparency. Elected Council members shall only use the #councils-only channel to discuss important matters. This is for all Council members to be informed and transparent in information about the event and to avoid confusion and illegal coup among the group.

7. First rule of Council Club. Everything that has been discussed in #councils-only shall only stay in that channel. Any leakage of information by any Council member would automatically result to punishment such as suspension or demotion.

8. Council members must be active. If a prolonged state of inactivity is to be expected on the part of the Council member, the individual should notify other members of the Council or one of the Commissioners of the expected length of absence to avoid being demoted for inactivity.
If a council member becomes inactive due to whatever reasons, then a PlazmaBurst 2 Staff may or may not substitute for the position for Council.

9. Demotion. Council members should follow the Plazma Burst 2 Code of Conduct, the #server-rules and the guidelines listed in #staff-guidelines. Any suspected disobedience of the said rules would result to an investigation by the Commissioners, fellow Council members, and the PB2 Staff.

As a jury, the Council members with the Commissioners shall commence a vote. If the majority voted to boot the suspected council members, then he shall be booted immediately.

However, if there is a clear and valid reason/proof/statement/evidence that they violated the rules, the PB2 Staff can intervene and demote them immediately with full transparency.

Manager Responsibilities:

Part 1: Setting up A team

~Managers are required to create a team name, color, and/or a logo which is optional but permitted if labeled as PG.

~Managers will participate in a draft at the beginning of every season which will allow them to hand pick players from a predetermined pool created by the commissioners. Managers placement in the draft can be determined by a previous seasons success in special cases like a playoff finals victory reward.

~Managers must inform their players they are to use one and only 1 account during the entire event to prevent confusion amongst the statisticians when recording data.

~Managers must update their players frequently on everything from activity, to match information, and other important training if not formally acquainted with PL.

Part 2: Manager Abilities

~Managers have the ability to sign players during any point in a season after the pre-season draft has finished. (This is subject to change depending on season popularity)

~Managers have the ability to waive players from their teams after a pre-season draft. Unless a player is banned, inactive, or asking to leave it is recommended managers keep as many players available as possible. Rendition: Managers are required to inform players who they waive to avoid miscommunication falling on Commissioners. It has also been shown that without players being removed completely after a waive, it has caused issues with super teams with players who free flow between teams with no worries or punishment for abandonment. This will be unpermitted until the newly elected council decide any future rendition.

~Managers have the ability to trade players after the pre-season draft. Trading will be moderated by the commissioners to avoid biased or unfair trades designed to kill off teams. Rendition: Trading won't be available until the end of week 1 to allow teams to participate before making massive changes. Rendition: A new testing system is being implemented for a week to collect data and manage trades. Trade value is determined by a players points concurrently in the league. An equation is set in place to ensure fair and balanced trades and is follows: highest trade value ÷ 2/3rds is the limit a manager must reach to achieve a successful trade. (For players who haven't played yet and want to be traded, managers can still trade but must accept the risk of trading one of their players for someone without any data to provide rating.)

Part 3: Manager Expectations

~Managers are expected to create match times in accordance with their competition. Turn sets can be scheduled in a 3 day time period of Monday-Wednesday or Thursday-Saturday depending on where their match set is placed. Each team will participate in a Round Robin season that will face six teams against all others twice with 10 sets per team equating to a possible 30 matches during the season if all go to game 3 winner takes all.

~Managers are expected to keep Commissioners and recorders/referees updated on matches so they can be officiated by an Plazma League Representative.

~Managers are expected to accept the responsibility of managing their team and must understand that failing to do so will result in serious consequences that determine their participation in future incarnations of the event itself.

Rendition to Manager Abilities:

Managers will have the ability to veto a map if agreed by both managers. Vetoes are being limited to 3 per term because a map is removed after every veto, so the sense of random chance would be removed with unlimited rerolls. Managers may use vetoes on more then one map, or on the same map pick over and over until they run out of vetoes. This will remain a temporary restrain until otherwise disputed or readjusted.
