op wants some type of skill-based matchmaking, which is usually determined by mmr/elo of some kind
now the problem with that is that 1.) the game doesn't have a proper mmr system in place, 2.) matches are user-made and players don't queue in, and 3.) skill based matchmaking works properly at the expense of user connection to the server
this type of matchmaking also hurts good players (imagine skill as a normal bell curve with >50% of the curve being better than average) because there are less players as you go higher up in skill brackets. in games with sbmm in place, this results in laggier matches because to fill empty spots, it pulls players from different regions that are also in the same skill bracket. this won't work in pb2 because people join matches themselves; they don't get queued in by the server or the game so having a skill rating won't matter. high-skilled players will likely dodge each other by leaving matches and avoiding matches with high skill rated players anyways.
