my idea is if you put background on it there will be an animation example outer space background there is an animation on it like comet asteroid etc. if it is sky there will be a bird falling space shit etc. all background have a animation except black and white background.

Some people don't want a low display quality.
It seems unnecessary to me. Rendering causes lag which already is a big enough problem as is, and is also completely unnecessary when you barely even see the sky in a majority of the maps out there.
For the rendering/lag case, try opening some high resolution gifs and then a page with multiple gifs at once - you might see what I mean.
I think it would be great for map makers. Like if you can have custom background animations for a major charge. Where you're running and in the distance explosions. Or if it's the 10th man down series then you could have spies. Overall great idea.
Seems like there's two sides of the argument here, people are saying it'll look amazing, let's have it, and people are saying no, lag. I agree with both, so here's what I think we should do:
Make it an engine mark, simples, like the way you can already decide whether your background is a starry sky or a red sunset sort of thing, you can decide between some preset animated backgrounds.
Background Animations. I can't figure out what it can does. I just prefer placing particles in BG. background animation isn't important. But particles are more important to support the BG.
In my opinion, weather effects such as snow look far better than animated skies. Current skies are fine as they are, without any unnecessary animations.
