I don't think you thought this through very well. We basically already have this; private matches. This can also be exploited.

You know, we most likely will only be able to enforce the rules ingame if we are taking part of matches. The spectate tool is just for spectating as such. <...

We will see how the whole thing works in Pb2.5.

I don't believe it to be the same... like, at all.

You see, this system is meant for public matches. Take this example: what if I want to play EGRW1 with 2 of my friends. 1 on my team and 1 on the other. However, I also want additional players alongside my friends go join. So, when I start the match I can have reserved spots for my friends and then other players can join alongside them.

If my system didn't exist (which it doesn't, lol) and I started the match and some random player joins and takes my friend's spot on my team, he would have to wait for someone ELSE to fill a spot on the other team so he can land on mine. It just makes things complicated.

Furthermore, if my friend has to do something and will be back in a few minutes, I can reserve a spot for him on my team, other players can fill up other spots, then BAM--everyone's happy.

My friend, this IS very well thought out. I'm given the impression that YOU only read the first line of my original post.

And what if some players want to troll everyone by reserving all the spots?

If a player gets caught farming, he will definitly be punished.

I doubt that someone would put so much Effort to change his/her IP every few Seconds just not to get banned.

If all the spots are reserved, it's just the player then, isn't it?
And plus it would say in the lobby "this game is reserved / unjoinable" or something.

Exactly true.
And if they do happen to, all that effort will have gone to waste since the new weekly logs system will be able to catch them instantaneously.
Then boom, the ban hammar will smash.
