Background decoration overlap glitch

When you overlap one background decor with another one, you will never guess which layer this decor is, how do it works? i tried to delete old decor and replace with new, not working, some of decors that was created before newer ones still can overlap others :O

newest made decor will always be on top. if you already have a decor and make a new one, the new one will be over the old one. here's an example http://prntscr.com/pw6850

note how decor 2 is above decor 1 but decor 3 is above decor 2. this is because decor 3 was the most recent decor i placed so it's above 2 and 1, and 2 was more new than 1 but older than 3 so it's above decor 1 but below decor 3. in order decor 3 is top layer, decor 2 is middle layer, and decor 1 is bottom layer. this also goes for backgrounds http://prntscr.com/pw68v9

newer objects will be layered above older objects. most recently placed object will be at top and oldest placed object will be at the bottom

i realized that newer approved decorations always overlap older approved decorations (draw in front: no only)
even if in map editor is not

Isn't it the first placed decor that appears on top (in game)?

yeah weirdly enough, for some reason it works backwards in game. oldest decors are on top and newest are on bottom. though sometimes with official decors, it doesn't follow this pattern all the time from what i noticed. custom decors do usually though. layering's pretty inconsistent as OP describes though this way.
