I think rates should always be optional.
You can't force anyone to rate your maps if they do not like it.

Perhaps another way to notify the player to rate your map?

In my personal opinion, I highly disagree with votings being compulsory, regardless of the rage/revenge voting that actually tends to happen throughout the community, mainly because of something they didn’t like about the user or the map. Giving this option would most likely restrict a users’s freedom in terms of playing a map first before then deciding to think, “Oh, I might review this map later for [insert given reason]”. But no, you’re technically forcing people to rate your map, whether the person may like it or not. I also believe vote abusing can occur more frequently by giving “compulsory” option. Just have a little think to yourself and see how it goes.
