I've asked the other staff about this, no one claimed and agreed that they have said this is illegal.
From what I know, the use of trigger actions to kick, nuke, or prohibit players from entering a map is completely LEGAL. However, the abuse of in-game or site tools such as kicking a player using the X button in the tab without any reason and nuking the match using the -ping command is ILLEGAL.
