tl:dr - Staff isn't for babysitting, make software do the job.
You can't really say you don't know the rules if when you click multiplayer a big reminder tells you to not create inappropriate or offensive matches, so if the problem continues, it is because the users want it (there isn't really need for sarcasm here, mainly because anything will actually help).
The moderators are not here to babysit the server, yeah. In bigger websites the punishment system is often automated by detecting who hacks, who is constantly spamming or/and censoring those who try-to-say-something-you-shouldn't, and if someone manages to bypass it then it is reported and sent immediately to the moderation team since it stands out as something uncommon as opposed to most things going unpunished. Now, there are problems easier to deal with than others, but it should be relatively easy to make a filter for matches/spamming/flaming if requested.
If you really want to address the problem to the moderation and administration team, I suggest they put a censorship filter for match making preventing any words that are obviously bad along with a warning screen telling you that you CAN'T DO THAT if you try to make a match with the bad words. It shouldn't be very intrusive since it only appears when you click to play multiplayer or when you try to do something wrong (think of the login screen warning about not sharing accounts but inside the game window). You can decide if the window appears only when you try to break that rule, only when you join multiplayer, or both. I wouldn't mind having both.
"Oh the filter is bypassed easily" - If not very well made, that's possible, but still not something that should be the staff team's fault. Also, if you care about the bans not being effective enough, you can increase the length since it won't affect anyone who has common sense/reads the Code of Conduct/pays minimum attention to the warning.
