Who is winning?

Ok, so the usurps invade the planet, but there are still a lot of CS fighting against them... so who is winning?
And where are the civilians? If they need to be secured, where are they?

Maybe the unsurps invade only some particular places which are not known to the general population due to the CS restraining it? Probably the unsurps have attacked in such small numbers that it has not been known to the general public.

Finally, is it related to the campaign or did I read it wrong?

Logically, the CS, but for story probably the Usurpations.

Well, throughout the campaign, sometimes the CS do better and sometimes the Usurps do. Usurpation means to take over and rule what was taken, so that's what I'd imagine they're doing. Taking the land from the humans. I believe the CS is some sort of last resistance to hold together humanity, but is slowly becoming corrupted by evil leaders and such, along with being usurped by the Usurps, of course. I think that as the story goes along, the Usurpation weaken the resistance (CS Forces) to the point of which they send out their best soldiers and superiors. So basically I think the Usurpation is doing what they came to do very well.

Well, I was going to make a huge post about the factions, but I think I'll make a new thread for it.

Civil Security excel in terms of technology but not with numbers when the usurpation got their hands on the technology used by Civil Security the large number of usurpation with advanced gun overrun every Outpost used by Civil Security thus leading it to their defeat.
